The part of general management that deals with the human side of the organization is called personnel management. The difference between personnel management and human resource management is as follows-
1. Personnel management was added as a part of basic management and became known towards the end of the nineteenth century. It can be said as a medieval doctrine. On the other hand, human resource management emerged as the modern doctrine of personnel management from the 20th century.
2. Personnel management is used in a narrower sense. On the other hand, human resource management is used in a broader sense.
3. Personnel management acts as mediator and resolver in the welfare of employees. On the other hand, human resource management deals with the proper planning, directing and controlling of manpower as an executive rather than as an intermediary.
4. Personnel management acts as a supporting force for organizational efficiency to sustain existence. On the other hand, human resource management emphasizes the need of manpower in the organization as the core strength of the organization.
5. Personnel management considers employees as an instrument of production. On the other hand, human resource management considers employees as assets and social capital.
6. Personnel management keeps employees loyal and provides them with various benefits. On the other hand, human resource management emphasizes on employee empowerment and commitment.
